The Dublin Diplomatic Conference on Cluster Munitions to negotiate a new instrument of international humanitarian law banning cluster munitions that cause unacceptable harm to civilians is currently taking place in Dublin, Ireland.
This will be a critical stage in the process which started in Oslo in February 2007.
Signatories of the 'Oslo Declaration' committed themselves to conclude by 2008 a legally binding international instrument that will prohibit the use, production, transfer and stockpiling of cluster munitions that cause unacceptable harm to civilians. In March this year, 82 states signed a follow-up declaration in Wellington, New Zealand.
